This project is a key expansion project of an enterprise under PetroChina. Upon completion, it will form an integrated production capacity of a million-ton scale ethylene and a series of high-end new materials.
Complete disclosure of basic project information, with a total investment of 22.24 billion yuan
The general documents show that the construction unit of this project is Blue Ocean New Materials (Tongzhou Bay) Co., Ltd. The enterprise was registered and established in 2024, is affiliated with China National Petroleum Corporation (CNPC), and is the core platform to CNPC's layout in the high-end chemical new materials sector in the Yangtze River Delta.
The project site is located within the Tongzhou Bay environmentally friendly Chemical Expansion Zone (Main Port). The environment of the project is expansion, with no new construction land added. It relies on the existing reserved land within the plant site to construction, involving a reserved land area of approximately 2,355 mu.
The total project investment reaches 22,240.49 million yuan (equivalent to 22.24049 billion yuan), of which 307.50 million yuan is dedicated to ecological preservation. It will simultaneously enhance supporting facilities to contamination manage and energy conservation and consumption reduction, practicing a environmentally friendly and low-carbon production route. The overall construction cycle of the project is planned to 36 months, promoting the entire process of civil construction, equipment installation, and commissioning and production in stages.
Full manufacturing chain facility layout to build a million-ton ethylene new materials integrated base
This expansion project constructs a complete manufacturing chain of "Ethane/Light Hydrocarbon Cracking — Basic Chemical Raw Materials — High-end Polyolefin New Materials". It plans to build multiple core production units and supporting general and auxiliary facilities. The capacity details of each unit are as follows:
1. Core Cracking Units: 1 million t/a ethylene cracking unit, 200,000 t/a pyrolysis gasoline hydrogenation unit;
2. Polyolefin Resin Units: 400,000 t/a gaseous-phase FDPE unit, 200,000 t/a fluid-phase FDPE unit, 300,000 t/a PP polypropylene unit;
3. High-end New Material Units: 50,000 t/a low-cis rubber unit, 100,000 t/a gaseous-phase POE polyolefin elastomer unit;
4. Carbon Four and Synthesis Supporting Units: 60,000 t/a butadiene extraction unit, 60,000/20,000 t/a MTBE/1-butene combined unit, 200,000 t/a synthetic ammonia unit.
The project uses ethane and light hydrocarbons as core raw materials, relying on the light feedstock route to decrease production costs. The downstream output includes high value-added new materials such as POE, metallocene polyethylene FDPE, and low-cis rubber. The items are broadly suitable to fields such as automotive, photovoltaics, packaging, and high-end rubber and plastic modification, filling the domestic supply gap to high-end polyolefin materials. The entire manufacturing process adopts mature and clean technologies independently developed by CNPC, balancing production efficiency and pollutant manage levels.
The significance of the project landing is prominent, helping the regional petrochemical sector convert towards high-end research
As a component of the key manufacturing projects in the strategic cooperation between CNPC and Jiangsu Province, the landing of this expansion project in the Tongzhou Bay Port-side Chemical Park relies on the logistics and raw material storage and transportation advantages of the port area to achieve on-site deep processing of imported ethane and LPG resources. The project does not require new land, revitalizing the existing reserved land in the plant area and intensively utilizing port-side chemical space resources.
With the completion of this environmental impact assessment general disclosure, the project officially enters the stage of soliciting general opinions. Subsequently, it will orderly advance through environmental impact assessment approval, engineering design, and construction commencement. Upon completion and production, the project will significantly increase CNPC's production capacity scale in the field of high-end chemical new materials in the Yangtze River Delta, drive the upgrading of the Tongzhou Bay environmentally friendly chemical sector cluster, and promote the independent controllability and high-value research of the domestic ethylene downstream new material sector chain.
