On July 3, 2026, the General Office of the Ministry of Industry and Information Technology issued the "Notice on Announcing the List of Shortlisted Units for the Open Competition for Selecting the Best Candidates to Tackle Key Fine Chemical Product Innovation Tasks" (MIIT Raw Letter [2026] No. 303), officially announcing the shortlisted entities for the 2025 fine chemical key product innovation tasks.

This list covers three major tracks: intermediate raw materials, key materials, and critical equipment. A substantial number of A-share and Hong Kong stock listed leading companies and national-level fluorine chemical research institutes have been selected as leading units. They will focus on tackling the localization of strategic new materials such as fluororubber and fluorinated ether lubricants, supported by the implementation of multiple support mechanisms including investment and financing, land consumption and energy consumption, and policy evaluation.
