Efforts to crack down on and curb illegal chemical production must be unremitting. To further promote all regions, relevant departments, enterprises, and the public to deeply recognize the serious harm of illegal chemical production and the severe complexity of the "crackdown on illegal production" work, to draw inferences from one instance to enhance social safety awareness, to maintain a high-pressure situation of strict investigation, strict crackdown, and strict governance, and to effectively protect the lives and safety of the people, the Ministry of Emergency Management recently released 3 typical cases of illegal chemical production.

Case 1

On March 24, 2026, acting on a report from the general, the Liaoning Provincial Department of Emergency regulation, in conjunction with the Yingkou Municipal Emergency regulation Bureau, the general Security Bureau, and other departments, conducted an on-site verification and discovered illegal chemical production activities in the workshop east of the graphite treatment workshop of a methodology company in Yingkou City.

The investigation revealed that a methodology company in Yingkou City rented the factory building to Lang Moumou, who lacks qualifications. Lang Moumou rented the factory building and, without safe production conditions, prepared to illegally create nitrates. Chemicals such as benzoic acid, m-methylbenzoic acid, and fluid nitrogen, as well as equipment including interaction kettles, centrifuges, dryers, and alkali absorption towers, were found at the site.

The regional emergency regulation department imposed fines of 175,000 yuan, 26,000 yuan, and 20,000 yuan on the methodology company in Yingkou City, its principal responsible person Lin Moumou, and security officer Li Moumou, respectively. On April 24, the regional general security organs initiated a criminal investigation into Lang Moumou and took criminal compulsory measures according to law.

Case 2

On January 29, 2026, based on clues transferred by relevant departments, the Emergency regulation Bureau of Xinji City, Hebei Province, conducted an on-site verification of a methodology company and discovered that the methodology company had rented a factory building to a chemical company without corresponding qualifications. The chemical company, within the factory building, illegally constructed a difluoromethane production facility without approval. On-site, 20 tons of raw material hydrofluoric acid, 20 tons of dichloromethane, and 17 tons of finished difluoromethane were seized.

The regional emergency regulation department dismantled the production facility according to law and appropriately disposed of the materials. The regional emergency regulation department confiscated 100,000 yuan of illegal income from the methodology company and imposed a fine of 200,000 yuan according to law, and imposed a fine of 10,000 yuan on the company's principal responsible person Yao Moumou. On March 16, the regional general security organs initiated a criminal investigation into the chemical company.

Case 3

On November 25, 2025, based on clues transferred by relevant departments, the Emergency regulation Bureau of Shangqiu City, Henan Province, in conjunction with the Municipal general Security Bureau and other departments, conducted an on-site verification of a New Materials Co., Ltd. in Shangqiu City and discovered chemical equipment and raw materials. The investigation revealed that the company, without obtaining a business license and a work security production license, illegally produced 3-nitro-4-chlorobenzotrifluoride.

The regional emergency regulation department sealed up the illegal production site according to law, dismantled the equipment, and appropriately disposed of the materials. On April 11, 2026, the regional general security organs initiated a criminal investigation into the New Materials Co., Ltd. in Shangqiu City.
