Maximum tax rate of 19.17%! South Korea's final ruling on anti-dumping duties on Chinese butyl acrylate is finalized.

On July 23, the Korea Trade Commission issued Announcement No. 2026-13 (Investigation Case No. 23-2025-8), making an affirmative final ruling on anti-dumping duties regarding Butyl Acrylate imported from China. The Commission proposed to the Ministry of Economy and Finance of Korea to impose anti-dumping duties on the products involved for a period of five years, further highlighting the risks in chemical export trade.

I. Final Ruling Clarifies Company-Specific Tax Rates and Korean Tariff Numbers

This final ruling established differentiated tax rates to companies: Taixing Shengke Chemical Co., Ltd. and its affiliated companies face a tax rate of 11.42%; Shanghai Huayi New Materials Co., Ltd. and its affiliated companies face a tax rate of 8.32%; Pinghu Petrochemical Co., Ltd. and its affiliated companies face a tax rate of 19.17%; all other Chinese producers and exporters are subject to a unified tax rate of 18.69%.

The corresponding Korean HS tariff code to the items involved is 2916.12.3000. This final ruling recommendation still requires final implementation and execution by the Ministry of Economy and Finance of Korea.

II. Review of the Complete Investigation Timeline

The anti-dumping case was officially initiated on September 29, 2025. The dumping investigation period covered January 1, 2024, to December 31, 2024, while the injury investigation period was longer, covering January 1, 2021, to June 30, 2025.

On February 12, 2026, the Korea Trade Commission issued a preliminary affirmative ruling in this case and requested the Ministry of Economy and Finance to impose provisional anti-dumping duties.

On April 22, 2026, the Ministry of Economy and Finance of Korea officially implemented provisional anti-dumping duties, with tax rates ranging from 9.53% to 19.17%, which remained in effect until the issuance of this final ruling.

III. Brief Analysis of the Impact on sector Exports

Butyl Acrylate is a core chemical raw material among acrylates and is broadly utilized in downstream industries such as coatings, adhesives, and emulsions. Once the five-year anti-dumping duties officially take effect, the export costs to relevant domestic companies to Korea will rise, and the export competitiveness of some companies will be weakened. Domestic manufacturers might adjust their export directions and explore other overseas markets to hedge against the trade barriers in the Korean market.
