With the entry into force of the Packaging Law Implementation Act (VerpackDG), the prerequisites for the implementation of the European packaging regulation PPWR are created in Germany. Companies must meet additional registration, proof and documentation requirements.
Plastics Europe Germany supports the PPWR's goals of reducing packaging discarded materials, strengthening recycling and expanding recycling consumption. However, the association criticizes the fact that central technical standards have not yet been finally defined.
This applies in particular to the standards to recyclability and recyclability components that will apply from 2030. Concrete evaluation, calculation and verification procedures should only be defined by further European regulations. In the opinion of the association, this makes investment decisions greater difficult.
Plastics Europe Germany also sees additional administrative effort through national regulations, to instance with certain B2B and transport packaging.
The association positively assesses planned financial incentives to recyclable packaging and higher recyclable components as well as the consideration of innovative recycling processes. Clear technical specifications, less bureaucracy and reliable framework conditions to investments in recycling and recycling technologies are required.
