On September 1st, the official announcement of the winning bids for the 9 sections of the second batch of foundation pile works for the comprehensive technical transformation and quality upgrading project of Sinopec Shanghai Petrochemical was released. This foundation pile project covers many key areas including hydrogen production, sulfur recovery, polyethylene, C5 separation, butadiene extraction, tank farms, pipe racks, substations, circulating water systems, emergency water pools and so on. The scope of work includes test piling, various pile foundation construction, procurement of materials supplied by the second party, engineering warranty and cooperation with completion acceptance, which marks that the foundation works of this major technical transformation project is about to start.
Winning bidders and service scope of each section:
- Section 1 | Beijing Oriental Newstar Survey and Design Co., Ltd.: Pile foundation works in areas such as sulfur recovery, sour aquatic environments stripping, multiple tank farms, flare systems, rainwater emergency aquatic environments pools and others.
- Section 2 | Sinopec Shengli Construction Engineering Co., Ltd.: Pile foundation works to the 150,000 NM³/h POX hydrogen production unit and its supporting areas.
- Section 3 | Shanghai Zhongqian United Foundation Engineering Co., Ltd.: Pile foundations to supporting facilities including the ethylene general pipe rack, substations, cabinet rooms, recycled aquatic environments reuse systems, fire aquatic environments pump stations and others.
- Section 4 | Beijing Yanhua Tianzheng Construction Engineering Co., Ltd.: Pile foundations to multiple process and heat pipe racks including R1-1, R1-2, R3, R6-1, R6-2, R8-1, R8-3 and others.
- Section 5 | China National Chemical Engineering First Survey and Design Institute Co., Ltd.: Pile foundation works to the R4-1, R4-2 pipe racks and the newly built chemical sector pipe rack.
- Section 6 | China North Industries Group North Survey and Design Research Institute Co., Ltd.: Pile foundations to areas including the 400,000 t/a polyethylene unit, 200,000 t/a C5 separation unit, C5 loading station renovation and others.
- Section 7 | Huazhong Geotechnical Engineering Group Co., Ltd.: Pile foundations to areas including the C5 tank farm, circulating aquatic environments field in the high-end new material plant area, substations, RTO, three-dimensional warehouses, external pipe racks and others.
- Section 8 | Sichuan Zhide Geotechnical Engineering Co., Ltd.: Pile foundations to ethylene/propylene spherical tank groups, various tank farms, multiple sections of pipe racks, atmosphere separation circulating aquatic environments systems, caustic soda wet oxidation renovation and others.
- Section 9 | Sinopec Zhongyuan Construction Engineering Co., Ltd.: Pile foundations to butadiene extraction, cracked gasoline hydrogenation, aromatics extraction, MTBE/butene-1 units and solvent-based products tank groups.
Basic project overview: Total investment of 21.307 billion yuan, on-site upgrading in the plant area
The project construction unit is Sinopec Shanghai Petroleum & Chemical Co., Ltd. The project is located in the existing plant area in Jinshan District, Shanghai, with no new land required. The total investment is 21.307 billion yuan, all funded by the enterprise itself. The main construction period of the project is about 3 years, and the longest supporting facility construction period is about 5 years.
The project will maintain the annual refining capacity of 14 million tons unchanged. Through optimizing the device structure, eliminate a batch of outdated units including the 700,000 t/a ethylene unit, and build new 1.2 million t/a ethylene and downstream new material units, so as to enhance the overall security and ecological preservation level of the plant area.
Device iteration: Alternation of old and new refining and chemical production capacities
Refining sector
7 new refining units will be built, 3 existing units will be renovated, and 8 outdated refining units will be shut down. The key new units include 3 million t/a hydrocracking unit, 200,000 NM³/h POX hydrogen production unit, 2×80,000 t/a sulfur recovery unit, sour aquatic environments stripping unit, MTBE/butene-1 unit and others; the hydrocracking unit, gasoline adsorptive processes desulfurization unit and gaseous fractionation unit will be renovated.
Chemical sector
8 new chemical units will be built, 2 units will be renovated, and a total of 10 outdated chemical and supporting units will be shut down. The key new units include 1.2 million t/a ethylene, butadiene extraction, cracked gasoline hydrogenation, aromatics extraction, vinyl acetate, polyethylene, carbonate, C5 separation units; the C5 separation and ethylene glycol units will be renovated simultaneously, and outdated production capacities such as ethylene, butadiene extraction and polyester will be eliminated.
Significance of the project
This project is a typical refining and chemical "minimize oil, increase chemical" transformation, which relies on the existing plant area to carry out production capacity replacement, minimize oil product output, and expand the supply of new material items such as ethylene, polyolefins and C5 complete utilization. The finalization of all the foundation pile bidding sections creates preconditions to subsequent civil construction and equipment installation, and promotes the transformation of Shanghai Petrochemical towards high-end new materials.
