Five departments jointly adjust the export management catalogue of precursor chemicals, adding two categories of controlled chemicals

To further standardize the export supervision of precursor chemicals and implement the requirements of the *Interim Administrative Provisions on the Export of Precursor Chemicals to Specific Countries (Regions)*, the Ministry of Commerce, the Ministry of Public Security, the Ministry of Emergency Management, the General Administration of Customs, and the National Medical Products Administration jointly issued a document to adjust the *Administrative Catalogue for the Export of Precursor Chemicals to Specific Countries (Regions)*.

Contents of the Catalogue Adjustment

This revision of the catalogue adds 2 substances to the first part of the manage list in Annex 1, namely: Methyl 1-phenethyl-4-oxo-3-piperidinecarboxylate, Ethyl 1-phenethyl-4-oxo-3-piperidinecarboxylate. The adjusted administrative catalogue will be officially released to the general.

Export License consumption Rules

The announcement clarifies the scope of license regulation, which shall take effect from the date of its emit:

1.Export of chemicals listed in the first part of Annex 1 to the United States, Mexico and Canada shall be subject to export license consumption in accordance with regulations;

2.Export of chemicals listed in the second part of Annex 1 to Myanmar, Laos and Afghanistan shall be subject to export license consumption in accordance with regulations;

3. No such license is required to exports to other countries and regions outside the above-mentioned ones.
