India issues final ruling on safeguard measures against South Korean non-phthalate plasticizers

On May 27, 2026, the Indian Ministry of Commerce and Industry issued an announcement, making a final ruling on bilateral safeguard measures concerning non-phthalate plasticizers originating from or imported from South Korea [(Non-Phthalate Plasticizers in the form of Dioctyl Terephthalate (DOTP) and Diethylhexyl Cyclohexane (DEHCH)]. It recommended the imposition of a safeguard duty for a period of 2 years on the involved products from South Korea, specifically as follows: in the first year, the tariff rate shall be increased to 100% of the applicable Most Favored Nation (MFN) tariff rate, and in the second year, the tariff rate shall be increased to 75% of the applicable MFN tariff rate.

On September 30, 2025, the Indian Ministry of Commerce and sector issued an announcement stating that, in response to an consumption submitted by the domestic Indian enterprise KLJ Plasticizers Limited, it initiated an investigation into bilateral safeguard measures concerning non-phthalate plasticizers originating from or imported from South Korea. The investigation period to the case is from April 1, 2024, to March 31, 2025. The Indian Customs codes to the items involved are 29172000, 29173920, 29171390, 29173200, 29173300, 29173930, 29173950, and 29173990.
