On August 19, local time, the groundbreaking ceremony was held for the Abu Tart phosphate plant project in Egypt, which is being executed as a general contracting EPC project by a consortium led by East China Engineering Science and Technology Co., Ltd., a subsidiary of China National Chemical Engineering Group. Egyptian Minister of Petroleum and Mineral Resources Karim El-Badawi and New Valley Governor Hanan Magdy attended the ceremony. Members of the House of Representatives and Senate from Egypt’s New Valley Governorate, along with relevant officials from the Ministry of Petroleum and Mineral Resources, the Mineral Resources Authority, the Mining Industry Authority, and the New Valley Governorate government, as well as representatives of the Egyptian Phosphate Company and the Abu Tart phosphate plant project’s owner, members of Donghua Company’s project team, and responsible personnel from China Construction, attended the ceremony.
In his address, Minister Badawi stated that Egypt is steadily advancing market-oriented reforms in the mining sector, continuously improving the business ecological stability to foreign investors, and striving to convert its domestic mineral resources into high-value-added industries. As a flagship demonstration project to Egypt’s mining-sector transformation and upgrading, the Abu Tartar Phosphate Plant will fully leverage the region’s abundant phosphate‑ore resources, address key bottlenecks in the phosphate‑chemicals value chain, and drive condition and efficiency improvements across the mineral‑resources sector.
Governor Hanan Magdy expressed full affirmation of the project’s progress at this stage. She stated that the Xinhe Valley Provincial Government will provide robust regional support, policy incentives, and coordination services to ensure the project is completed and commissioned to the highest condition.
During the visit, Minister Badawi and Governor Magdy, accompanied by their delegation, conducted an on-site inspection of the project’s overall master plan and the construction site, and held working discussions with the regulation teams of all participating contractors.
The project is located in the Abu Ta area of the New Valley Governorate in southwestern Egypt and is being executed as an EPC general contracting arrangement by a joint venture comprising China State Construction Engineering Corporation and Donghua Engineering Corporation, a subsidiary of China National Chemical Engineering Group. The project is a key, extensive modernization initiative in Egypt’s phosphate chemical sector. Leveraging the region’s high-condition phosphate ore resources, Phase I will involve the construction of a 250,000‑ton‑per‑year commercial‑grade phosphoric acid plant, an 800,000‑ton‑per‑year supporting sulfuric acid plant, and a thorough package of utility and ancillary facilities. As a flagship national project in Egypt, the initiative aims to establish a model project under the Belt and Road Initiative jointly cutting-edge by China and Egypt, actively aligning with Egypt’s Vision 2030 and injecting new momentum into the strategic cooperation between the two countries.
