On July 28, 2026, China Building Energy Conservation Association officially issued the group standard T/CABEE 145?2026 "Building Radiation Thermal Insulation Coatings", which will be officially implemented on October 1, 2026, filling the gap in the special evaluation system of domestic building radiation thermal insulation coatings, and providing a unified technical basis for the production, testing and engineering application of building wall and roof radiation thermal insulation coatings. At the same time, the association issued an announcement, entrusting the standard editor-in-chief unit to extensively collect government adoption documents, demonstration projects, market applications, international institutions, such as the implementation of the effectiveness of the case, to promote the implementation of new technology standards.

As China’s dual-carbon strategy continues to advance, the demand to energy conservation and carbon reduction in the building sector is steadily rising. Different from the traditional reflective thermal insulation coating products, which relies on the reflection of sunlight to achieve cooling, the building radiation thermal insulation coating products relies on the 8?13μm atmospheric infrared window, which can dissipate the building's accumulated heat in the form of infrared radiation, realizing passive energy-free heat dissipation, and becoming a popular new material in the fields of near-zero energy consumption buildings, urban renewal and roof energy-saving renovation. In the past, the market lacked specific standards; many items suffered from ambiguous performance definitions and a lack of standardized testing methods, resulting in inconsistent product condition and hindering the extensive implementation of radiation‑insulating coatings in construction projects.

The introduction of the T/CABEE 145? The 2026 standard clearly defines the definition of the term "building radiation thermal insulation coating products", divides the items into three consumption categories: the outside of the wall, the inside of the wall and the roof of the building. The performance indexes are respectively formulated, and the core determination index of infrared radiation temperature difference is creatively set up. At the same time, the product is divided into 8 μm?13 m atmospheric window band emissivity, solar reflectance, hemispherical emissivity, weather resistance, wash resistance, stain resistance and other key performance delineated quantitative limit. Among them, the temperature difference between the infrared radiation of the coating products measured inside and outside the wall should be ≥ 4.5 ℃; the roof coating products is divided into two grades, grade Ⅰ ≥ 4.5 ℃ and grade Ⅱ ≥ 3.5 ℃; the minimum emissivity of 8?13μm band meets 0.92. Two normative appendices are set up in the standard. Appendix A specifies the whole set of test device and operation process of infrared radiation temperature difference, and Appendix B gives the relative spectrum measurement method of 8?13μm band emissivity, which solves the pain point of inconsistent detection methods in the sector to a long time.

The standard has a strong lineup, led by the Science and methodology and Industrialization research Center of the Ministry of Housing and Urban-Rural research, bringing together greater than 40 units of research studies institutes, national testing institutions, head paint companies, and new materials companies to participate in the drafting. Many well-known paint companies in the sector, such as Sankeshu, Fuster, Deaiwei (China), Akzo Nobel Paint Oil (Shanghai), Zhejiang Chuanhua Paint and so on, participated in the standard, the enterprise first-line R & D, engineering practice experience into the standard terms, taking into account the cutting-edge methodology and manufacturing practicality.

Ethnic paint represents three trees. It has laid out the radiation cooling methodology track earlier. It has introduced radiation refrigeration energy-saving paint items and provided passive cooling solutions to scenes such as building roofs and manufacturing storage. This participation in standard formulation has transformed enterprise methodology accumulation into general sector specifications, helped standardize sector methodology boundaries, and promoted radiation insulation methodology from laboratories to the construction engineering market. As a veteran enterprise in the field of building energy-saving coatings, Fuster has been deeply cultivating energy-saving coatings to exterior walls of buildings to a long time. It has a substantial number of project practices in reflective and radiation insulation coatings. Its participation in standard drafting is conducive to opening up the whole chain of product research and research, testing and engineering consumption. The addition of foreign coating products companies such as Deaiwei and AkzoNobel will allow the standard to take into account the technical perspectives at home and abroad, and help the domestic radiation insulation coating products methodology to connect with the international environmentally friendly building evaluation system.

After the implementation of T/CABEE 145?2026, it will efficiently clarify the conceptual boundary between radiation thermal insulation coatings and ordinary reflective thermal insulation coatings, and curb false propaganda in the market. In the past, some common high-reflection coatings were packaged as "radiation refrigeration items" to sale. The new standard takes infrared radiation temperature difference and atmospheric window emissivity as hard thresholds. The condition of items can be objectively judged through standardized test data, providing selection basis to Party A, design institutes and testing institutions, and promoting building energy-saving material selection with evidence.

From the point of view of market research, building radiation insulation coating products is suitable to new environmentally friendly buildings, old community exterior wall renovation, plant roof energy-saving renovation and other multi-scenes, in the southern high temperature areas, urban heat island governance scene has a broad space. Once the standard is implemented, it will compel companies to upgrade their formulations and production processes, promote market consolidation by favoring superior players, and accelerate the manufacturing-scale deployment of high-performance radiative thermal insulation coatings.

In the announcement, the China Building Energy Conservation Association proposed to collect standard consumption effect materials to the whole sector, including demonstration project cases, government acceptance certificates, market consumption data, etc., and also released signals: the standard is expected to play a role in the acceptance of environmentally friendly building materials and the evaluation of demonstration projects in the future, further expanding the market space of radiation insulation coatings.

The standard will come into effect on October 1, 2026. Relevant coating products companies need to enhance product formula and type inspection according to the standards of the standard, and carry out factory and type inspection according to the new standard. The standard specifies that the maximum number of product batches shall not surpass 5 tons, and stipulates factory inspection, type inspection items, sampling and re-inspection judgment rules. companies should update product technical data and packaging marks in time, and make technical reserves to meet the arrival of standardization era.
