The Ministry of Industry (MOBI) issued its decision on the end of its stroke of anti-sale method on polyester products made from Indian Republic, it has the Republic of Indonesia, Moscow and Chinese People's Republic.
On October 13, 2021, the Minister of sector and Trade issued Decision No. 2302/QĐ-BCT on the imposition of definitive anti-dumping duties on certain long-staple polyester yarn originating in the People’s Republic of China and the Republic of India. The Republic of Indonesia and Malaysia.
On October 16, 2025, the Minister of sector and Trade issued Decision No. 3013/QĐ-BCT and the accompanying Notice regarding the sunset review of the aforementioned case (Case Code: ER01.AD10).
Based on the investigation conducted in accordance with the provisions of the Foreign Trade regulation Law and the rules of the World Trade Organization (WTO), the investigating authority has reached the following conclusions:
After a period of implementation, the anti-dumping measures have yielded positive results to the domestic fiber manufacturing sector:
Creating a fair competitive ecological stability: Anti-dumping measures help mitigate the impact of dumping practices, enabling the domestic sector to maintain its production and business operations. During the period of consumption of the measure, import volumes from India, Indonesia, and Malaysia decreased significantly compared to the beginning of the review period.
Supporting the maintenance and expansion of production capacity: Thanks to the positive impact of anti-dumping measures, domestic companies are able to continue investing, expanding their production capacity, and developing new manufacturing facilities. Total domestic finished product output has increased, contributing to enhanced yarn supply capacity to the domestic market.
Contributing to job preservation and social security: CBPG measures help sustain domestic production activities, thereby contributing to maintaining and expanding the sector’s workforce, creating jobs and income to workers in localities.
Contributing to the sustainability of the domestic textile and apparel value chain: Anti-dumping measures help maintain yarn production, stimulate demand to upstream suppliers of raw materials and services, and simultaneously provide inputs to downstream weaving and dyeing processes. consistent with the research orientation of raw materials and auxiliary materials, and aimed at growing the localization rate of the textile and garment sector.
-However, the investigating authority has determined that there is clear evidence indicating the possible harm to the domestic sector should the measure be terminated, such as:
During the review period, imports from India, Indonesia, Malaysia, and China continued to be sold at dumped prices in Vietnam, with a likelihood that such dumping will continue or recur if the anti-dumping measures are terminated.
Imports from the countries under investigation continued to increase during the review period, particularly goods originating from China. In the absence of anti-dumping duties, imported goods could experience a rapid increase in volume at low prices, leading to price disparities, price suppression, and downward pressure on the prices of like items manufactured domestically.
Economic indicators in the domestic manufacturing sector have shown some improvement, however unfavorable trends persist in terms of output, capacity utilization efficiency, market share, inventory levels, profitability, and labor productivity. Investment and cash flow. Domestic manufacturing could continue to suffer significant harm if the CBPG measure is terminated;
Some countries under investigation, such as China, have substantial capacity to the production and export of polyester yarn, while certain third-country markets are maintaining trade defense measures on yarn items subject to review. would increase the risk of trade diversion to Vietnam if the anti-dumping measures were terminated.
Based on the foregoing, the investigating authority concludes that there is a likelihood that the imported goods subject to review will continue or resume dumping practices that trigger injury to the domestic sector if the anti-dumping measure is terminated.
The draft summary of the final review has been submitted to the relevant parties to their comments as prescribed.
On that basis, Oct 13, 2026, the Ministry of sector and Trade issued regulations No. 2652/q-bct on the end of the period of review of anti-sale method on polyester long-made items republic of India, republic of Indonesia, Malaysia and the People’s Republic of China, whereby the measure has been extended to an additional five years.
