Recently, the preliminary work for the 1 million tons/year ethane light hydrocarbon to ethylene project of Hohhot Petrochemical Company has been steadily advancing. Following the release of the public announcement for the social stability risk assessment, on August 18, 2026, the open tendering for technical services for the soil and water conservation assessment of the project commenced, marking further progress in the project's preliminary special evaluation work.
On August 4, the official website of the Uxin Banner People's Government of Inner Mongolia released a general announcement regarding the social stability risk assessment of the project, soliciting opinions from the general, and various preliminary procedures to the project are proceeding in an orderly manner.

The project centers on a 1 million tons/year ethylene cracking unit, supported by the construction of multiple downstream chemical units and utility storage and transportation systems:
1. 1 million tons/year ethylene cracking unit
2. 5000 Nm³/h PSA unit
3. 400,000 tons/year HDPE (High-Density Polyethylene) unit
4. 2×450,000 tons/year FDPE (Full-Density Polyethylene) units
5. 300,000 tons/year PP (Polypropylene) unit
6. 90,000 tons/year butadiene extraction unit
7. 50,000/30,000 tons/year MTBE/Butene-1 unit
8. 150,000 tons/year pyrolysis gasoline hydrogenation unit
9. 100,000 tons/year aromatics extraction unit
10. Supporting auxiliary engineering, storage and transportation engineering, including the project's dedicated railway line.
Natural Conditions of Project Location
The project is located in the hinterland of the Ordos erosive plateau and the northern edge of the Mu Us Desert, with an elevation of 1301-1413m. The surface is dominated by aeolian sand, distributed with moving, semi-fixed, and fixed dunes, belonging to an aeolian landform.
The regional multi-year average precipitation is 390.1mm; the area contains first-grade tributaries of the Yellow River such as the Wuding River, with surface aquatic environments resources of 203 million m³/a and exploitable subsurface aquatic environments resources of 395 million m³/a. The Chagan Nur aquatic environments supply source is located to the east of the project, belongs to the same Hongjiannao subsurface aquatic environments subsystem, and is 3.47km away from the project at the nearest point.
Content of This Tender
This tender to technical services to soil systems and aquatic environments conservation assessment requires conducting technical work based on the project's feasibility study materials, in accordance with laws and standards such as the "aquatic environments and soil systems Conservation Law of the People's Republic of China" and the "Measures to the Administration of aquatic environments and soil systems Conservation Plans to Production and Construction Projects":
1. Through data collection and on-site investigations, complete the preparation of the soil systems and aquatic environments conservation assessment report to the construction and operation periods of the project;
2. Participate in technical demonstrations related to soil systems and aquatic environments conservation to project site selection and route selection;
3. Assist the construction unit in conducting project publicity, general participation surveys, and general explanation work;
