On October 6, 2026, Eastern Time, the U.S. Department of Commerce issued a notice to make a preliminary affirmative determination in the countervailing duty investigation on N-Cyclohexylbenzothiazole-2-sulfenamide (CBS, commonly known as rubber accelerator CBS/CZ) originating from China, and imposed a unified countervailing duty of 107.57% on all involved Chinese manufacturers and exporters.

This ruling is scheduled to take effect after its publication in the Federal Register on October 8, 2026, Eastern Time. The U.S. Department of Commerce preliminarily determined that there is a critical situation to the involved items, and the relevant margin collection has retroactive effect, starting from July 8, 2026.

Uncleared involved goods that entered the United States on or after July 8, 2026, or were withdrawn from warehouses to consumption, are subject to the collection of the 107.57% countervailing duty. U.S. Customs will suspend the clearance of relevant imported goods and require importers to pay cash deposits at this tax rate.

In this preliminary ruling, all named companies and all other unexamined Chinese manufacturers and exporters are subject to a tax rate of 107.57%, with the details as follows:

Product Introduction and Domestic Major Manufacturers' Production Capacity

The involved product N-Cyclohexylbenzothiazole-2-sulfenamide, abbreviated as CBS, also known as rubber accelerator CZ, is a core delayed vulcanization accelerator in the rubber sector. It can enhance rubber vulcanization efficiency and the physical traits of rubber items, and is broadly applied in rubber items such as automobile tires, rubber hoses, rubber belts, rubber shoes, and cables. The common forms of the product are off-white, light gray powder, oil-treated powder or granules, with a measured levels of mostly 94%~99%. CBS items in other forms and colors are also included in this investigation. The main U.S. Customs HTSUS subheadings include 2934.20.8000, 3812.10.1000, and 3812.10.5000, and the product determination shall be based on the written description.

China is the world's largest producer and exporter of CBS, and the core domestic manufacturers include:

1. Shandong Yanggu Huatai: A leading domestic rubber auxiliary enterprise with extensive CBS production facilities, it is a core global supplier of rubber accelerators and supports downstream tire companies.

2. Kemai Chemical: A substantial domestic rubber auxiliary manufacturer with a continuous CBS production line and continuous process technological upgrades. CBS is one of its main accelerator items.

3. Shandong Derek New Materials: A professional rubber auxiliary enterprise with a planned ten-thousand-ton CBS production project, it was listed as a key separately examined enterprise in this countervailing duty investigation.

4. Shandong Sunshine Chemical: A veteran domestic rubber auxiliary manufacturer that stably supplies CBS series accelerator items. In addition, companies such as Zhenjiang Sopec and Sinopec Nanjing Chemical Plant also have CBS production capacity. Domestic CBS production capacity is concentrated in chemical sector cluster areas such as Shandong and Jiangsu, and the overall production capacity accounts to the vast majority of the global share.

CBS Product Exports and U.S. Trade Data

China exports a significant quantity of CBS items overseas, and the United States is one of the crucial overseas markets, which has long relied on imports of the involved items from China. According to the survey statistics of the U.S. side, the import value of CBS items imported by the United States from China in 2025 was approximately 12.23 million U.S. dollars, and this data is the basic statistical basis to the filing of this "double anti-dumping and countervailing" case.

From the overall export pattern in recent years, the proportion of rubber accelerator items exported to the United States in China's total exports has shown a fluctuating downward direction. As a main variety in the rubber accelerator category, the export volume of CBS to the United States has been relatively stable in recent years, however affected by this preliminary countervailing duty ruling and the previous anti-dumping investigation, the cost to subsequent Chinese CBS items to enter the U.S. market will rise significantly, which might compress the export share of relevant domestic companies in the U.S. market.

On might 28, 2026, Lanxess Corporation of the United States filed a petition, and the U.S. Department of Commerce officially launched an anti-dumping and countervailing duty double investigation against Chinese CBS.
