Vietnam approves 2021-2030 ICT infrastructure plan

Vietnam in 2024 approved the 2021-2030 information and communication infrastructure plan, clear 2025 and 2050 targets, covering broadband, data center, postal and other fields, to help digital transformation.

On January 18, 2024, Deputy Prime Minister Tran Luu Quang signed Decision No. QD-TTg, formally approving the Information and Communications Infrastructure Plan 2021-2030 and defining a long-term vision for 2050. The plan covers the entire territory and territorial waters of Vietnam and is the core guiding document for Vietnam to promote the country's digital transformation and strengthen the layout of the information and communication field.
According to the planning requirements, Vietnam will focus on building a broadband telecommunications network with large capacity, high speed, advanced technology and deep integration of Internet of things (IoT). Through this infrastructure system, Vietnam will promote the coordinated development of digital transformation and political, economic, social, security and national defense fields, and meet the digital needs of all fields in an all-round way.
The plan clearly defines the phased target for 2025: by then, all high-tech parks, centralized information technology parks and research and development innovation centers in Vietnam will need to achieve a minimum Internet access speed of 1 Gb/s; At the same time, 2 to 4 additional international telecommunication optical cable lines will be deployed and invested to further enhance the level of information and communication interconnection between Vietnam and the world and strengthen its position as a regional information hub.
In terms of data center and cloud computing infrastructure construction, the plan proposes to build large-scale data center clusters in accordance with green development standards and energy park planning. The core requirements include the establishment and deployment of national data centers in accordance with the law by 2025 as the core infrastructure to support the operation of national databases and other shared databases; at the same time, at least three national multi-functional data centers and several regional multi-functional data centers will be built to improve the national data storage and computing system.
In terms of digital application and promotion, the plan clearly requires all government departments to fully apply the cloud computing ecosystem to help the construction of digital government. At the same time, it will promote the digital transformation of domestic enterprises. By 2025, 70% of Vietnamese enterprises will use cloud computing services provided by local enterprises to drive the rise of local digital service industry.
The development of the information technology industry will be supported by artificial intelligence (AI), big data, blockchain, cloud computing and the Internet of Things, focusing on strengthening the in-depth application of digital technology in various economic and social fields, and promoting the deep integration of digital technology and the real economy. Help the overall development of the country to improve quality and efficiency.
Facing the long-term vision of 2050, the plan proposes that Vietnam's information and communication infrastructure will realize intelligent interconnection based on data, new technologies and green technologies, open up the connection channel between the physical world and the digital world, and have the ability to deal with various complex emergencies. Provide a solid guarantee for sustainable development in the fields of politics, economy, society, environment, security and national defense.
Postal network construction is also an important part of this plan. The plan is clear, and a postal network with sufficient standby capacity will be built to ensure that a complete and uninterrupted supply chain can be maintained in any emergency situation. By 2030, 3 to 5 regional postal centers will be built nationwide, of which the average daily processing capacity of national postal centers will exceed 15750 tons and that of regional postal centers will reach 5000 tons. Vietnam's postal logistics system will be further improved to support the development of e-commerce and livelihood services.
It is reported that the postal network, as one of the five major components of Vietnam's information and communication infrastructure, will develop in coordination with network infrastructure and digital infrastructure, give full play to the synergy of the network, ensure smooth logistics, and help the country's digital transformation process. at the same time, promote the transformation of Vietnam Post to a new business model and enhance its international competitiveness.
