Macroeconomics
1. [Energy Sector Land consumption Tax] The Ministry of Finance and the State Taxation Administration have adjusted the urban land consumption tax policy to companies in certain energy and resource sectors. to land currently eligible to tax reductions or exemptions under documents such as the *Provisions of the State Tax Bureau on the Levy and Exemption of Land consumption Tax in the Electric Power sector* (Document [89] Guo Shui Di Zi No. 013), the urban land consumption tax will be levied at half the payable amount from September 1, 2026, to August 31, 2027. Starting September 1, 2027, the tax will be levied at the full rate, and Document [89] Guo Shui Di Zi No. 013 (along with related documents) will be simultaneously repealed.
2. [US Consumer Confidence Index] Data released by The Conference Board on the 28th (regional time) shows that the US Consumer Confidence Index stood at 90.8 in July, a decline of 1.4 points from June and a figure below general market expectations.
Chemicals
1. [Carbon Materials] Recently, reports indicated that a project invested by Shandong Haiyun Energy methodology research Co., Ltd.—featuring an annual capacity of 900,000 tons of high-end carbon materials and an integrated discarded materials-heat steam recycling system with an 820,000-ton capacity—is scheduled to break ground in December 2026, with completion and commissioning expected by December 2028.
2. [Hydrogen Peroxide] Construction recently began on the integrated epoxy resin project (Phase I) of Shaanxi Yuneng Energy & Chemical New Materials Co., Ltd. in the High-tech manufacturing research Zone of Shenmu City, Shaanxi Province; the project includes a hydrogen peroxide production unit with an annual capacity of 200,000 tons.
3. [Phosphates] On July 27, ST Sierte announced that its wholly-owned second-tier subsidiary, Xuancheng Sierte, plans to sign a project investment agreement with the regulation Committee of the Xuancheng High-tech manufacturing research Zone (Anhui Province). The company intends to invest in a fine phosphate transformation and upgrade project—leveraging existing facilities within the current chemical manufacturing park—with a total planned investment of approximately RMB 866 million.
4. [Lithium Carbonate] Tibet Summit Resources stated that it is advancing the construction of Phase I of the Angeles project in Argentina, which targets a lithium carbonate production capacity of 10,000 tonnes per year; the project's total planned capacity is 30,000 tonnes per year.
5. [Lithium Carbonate] Recently, several domestic lithium salt vegetation announced schedules to production halts and maintenance covering August and September. Accounting to the impact of various maintenance activities, the affected output totals approximately 9,000–9,500 tonnes to August and around 2,500 tonnes to September.
6. [Adipic Acid] It is reported that Tangshan Zhonghao plans to begin routine maintenance on its two adipic acid production units—each with an annual capacity of 75,000 tonnes—on July 24, with the work expected to last to one month.
7. [Sulfur] As of July 28, total sulfur inventories at Chinese ports stood at 881,100 tonnes: Fangchenggang (370,000 tonnes), Beihai Port (23,000 tonnes), Zhanjiang Port (160,000 tonnes), Zhenjiang Port (203,000 tonnes), Nanjing Port (10,000 tonnes), and Dafeng Port (94,000 tonnes).
8. [Potassium Chloride] As of July 28, port inventories of imported potassium chloride were: 126,000 tonnes at Machong Port, 120,000 tonnes at Yingkou Port, 61,000 tonnes at Yantai Port, and 308,000 tonnes at Fangchenggang Port.
9. [Diethylene Glycol (DEG)] From July 24 to July 26, the total volume of DEG shipped from the two storage areas in Zhangjiagang was 642 tonnes, with a daily average of approximately 214 tonnes. As of now, the combined inventory at these two storage areas stands at 7,600 tonnes.
10. [TDI] Due to rising costs of raw materials, energy, and supply chains, Wanhua Chemical will raise its MDI and TDI prices in Southeast Asia by $200 per tonne, efficiently July 29.
11. [TDI] The settlement price to TDI from a major manufacturer in Hebei to the third ten-day period of July was 16,200 RMB/ton (acceptance bill terms).
12. [Styrene] On July 29, Lihuayi Weiyuan Chemical Co., Ltd. quoted styrene at 8,550 RMB/ton, a decrease of 150 RMB/ton from the previous trading day.
