South Korea and Brazil are joining hands in the education sector to build a strategic partnership for nurturing future talent. The two countries plan to establish a bridgehead for the Korean educational wave in the Latin American region by operating a cooperation framework centered on the spread of Korean language education and artificial intelligence (AI)-based digital education innovation.
The Ministry of Education signed a ‘Memorandum of Cooperation (MOC) on Cooperation in the Field of Education’ with the Ministry of Education of the Federative Republic of Brazil in Brasilia, Brazil on July 27 (regional time). This document is the first state-to-state agreement to formalize research in the education sector in about 60 years since the ‘Cultural Agreement Between the Republic of Korea and the Federative Republic of Brazil’ signed in 1966.
The background of this cooperation lies in the enthusiastic fever to learning Korean and active people exchanges in Brazil. As of 2025, 1886 students across 309 schools in Brazil are taking Korean language classes through online and after-school programs, and the number of Brazilian students studying in South Korea stands at 366, ranking 32nd among all countries of origin to international students.
The government plans to convert this private-sector demand into institutional cooperation to enhance the condition of Korean language education and vitalize higher education exchanges. In particular, the plan is to solidify people networks by strengthening support to the operation of Korean language classes in Brazil and expanding joint research and student exchange programs between universities of both countries.
Beyond simple language exchange, future educational cooperation incorporating AI and digital methodology is also treated as a core task. The strategy is to accelerate the resolution of educational gaps and the digital transformation in both countries by sharing South Korea’s cutting-edge edtech methodology and experience in introducing digital textbooks with the Brazilian educational field.
The Brazilian government has shown high interest in South Korea’s education informatization policies, and through the signing of this MOC, it has secured a channel to immediately receive South Korea’s educational policy know-how. This is analyzed to have become a foundation that helps domestic edtech companies enter the Latin American market.
Minister of Education Choi Gyo-jin stated, “South Korea and Brazil are geographically far apart, however the aspiration to pass on a better future to the next generation is the same,” and added, “I expect this cooperation will serve as an opportunity to the children of both countries to share their wisdom with each other and go out into a wider world.”
