On July 31, the special campaign for safety production in the nitration process in Shandong Province reached its first critical milestone. A total of 41 nitration hazardous chemical enterprises across the province have completed the connection to the online safety monitoring system. According to a security production notice previously issued by the Shandong Provincial Department of Emergency regulation, this rectification campaign established three rigid deadlines: completion of online monitoring system access by July 31; rectification of all hazards identified by experts by August 31; and completion of automation and continuous process upgrades to nitration units by September 30. to companies failing to complete the automation and continuous transformation by the deadline, regulatory authorities will take stringent measures in accordance with the law, such as imposing deadlines to production limits or ordering thorough production suspension to rectification. Relevant circumstances will be immediately categorized as major production security hazards.
The nitration process is among the most hazardous interaction processes in the chemical sector, characterized by intense heat discharge and a high propensity to thermal runaway explosions. Shandong is home to 41 nitration companies, with a production capacity accounting to approximately one-sixth of the national total, and holds a significant share in the supply of dyes, pharmaceuticals, and nitrochemicals. With the overlap of high temperatures, thunderstorms, and increased plant maintenance this year, security risks regarding nitration units have risen significantly. Consequently, the province launched a thorough stringent rectification campaign. Previously, it also organized closed-book security exams to all enterprise principals to solidify their primary responsibilities.

Meanwhile, eliminating traditional batch tank nitration and promoting continuous automated production lines are the fundamental standards to a cure.
Regulatory authorities have made it clear that they will continue to conduct on-site verification and inspections. to companies with monitoring disconnections, delayed transformations, or recurring hazards, penalties such as production limits or suspensions will be immediately imposed. The aim is to continuously decrease backward and high-risk nitration capacity and drive security upgrades in the sector.
