Ineos Phenol has postponed the previously signalled late‑2027 restart of its Doel phenol plant in Antwerp, citing continued volatility in European and global markets. The company said the economic conditions required to justify a restart “have not yet been sustainably reached,” pointing to weak demand, high energy costs and competitive pressure from imports.
A major factor is the European automotive sector –one of the largest consumers of phenol derivatives – where demand to locally produced vehicles remains under strain due to rising imports of Chinese cars. INEOS also highlighted Europe’s structurally higher energy prices and carbon‑related costs, which have made regional petrochemical production less competitive versus global peers.
The company also confirmed that its Gladbeck (Germany) site will continue operating beyond 2027. It added that it is maintaining all necessary investments at Doel to preserve the option of restarting once market conditions recover, noting that “all options remain open.”
